Create a native windows 8/10 app
UTL is by far the best task manager I've used on any platform. I don't know how difficult it would be to 'port' it to Windows, but it would open a whole new user base to it, and would allow those of us who use Android and Windows to work on both small and large screen devices. I'd happily pay again to get it on my laptop, especially as the Toodledo website is clunky to use and has limited offline support.
With Windows 10 being a free upgrade, now would be a great time to be first to market on the Windows Store.
A 'Metro' app (rather than full desktop application) would be lightweight, with low battery consumption (an issue with using the BlueStacks workaround) and could take advantage of Connected Standby to sync while laptops are asleep. It might also be easy to port to Windows Phone, opening another potential user base.

with a UTL app native to Windows being discussed as far back as 2015 I would've thought that by now that would be reality. It's a shame it isn't but I guess some things are more science-fiction than science?

I just saw that Microsoft are developing the ability for Android and iOS app developers to port 'easily' to Windows rather than rewriting them.
Unfortunately, in the case of Android, this may only lead to a Windows Phone/Tablet app, rather than a Windows Universal app, that runs on all devices, but hopefully it's of some help:http://www.theregister.co.uk/2015/05/01/running_ios_and_android_code_on_windows_10_how_it_works/
